PUBLIC NOTIFICATION

COMPLIANCE SCHEDULE VIOLATION

OF THE WATER SUPPLY OPERATION PERMIT

 

The Montrose Water Works Public Water Supply (PWS) was issued a compliance schedule to address not measuring nitrite levels and not maintaining a chlorine residual.  The Iowa Department of Natural Resources (DNR) is requiring this public notification be made as the deadlines contained in the compliance schedule of the operation permit were not met.

 

Nitrite levels:  The City of Montrose purchased a new machine and began tracking nitrite levels in March 2024.  All nitrite levels have been within the DNR’s acceptable range since regular tracking has been established.

 

Chlorine residual:  The City of Montrose is contracted to purchase its water from RRWA (Rathbun Regional Water Association).  The chlorine residual in the water coming into Montrose at the entry point is below the required contracted acceptance levels.  Montrose has been working closely with RRWA as well as McClure, an engineering firm specializing in Civil Engineering, to address the chlorine residual.  McClure submitted their PER (Preliminary Engineering Report) to the DNR recommending a supplemental chlorine feed be installed at the entry point to increase/maintain the chlorine residual at DNR acceptable levels.  RRWA is looking into alternatives in their delivery that may not require this chorine feed to be installed.

 

An operation permit was issued 10/9/23 requiring the Montrose Water Works to consult with DNR on how they were going to address regular measurement of the levels of nitrites and the inability to maintain chlorine residual. The PER was originally due by April 1, 2024. The engineering firm wasn’t secured to perform the PER until after this date resulting in a notice of violation issued 6/5/24.  The firm requested an extension for 10/1/24.  A revised operation permit was issued 6/5/24 to extend the date of the PER to 10/1/24. The report was submitted 9/25/24, meeting the deadline.
